It is the global address of documents and other resources on the world wide web.

What is an IP address and how is it related to a URL?

It instructs how a packet of information is to be sent out. This is related to a URL as the "www. ..." of a URL is translated into an IP address so that it can be sent out to a web server, does it's magic with the whole thing about getting the HTML document of the actual web page its asking for. browser then reads it, does what it's getting asked to do by the HTML resulting in getting the actual website you were looking for in the first place.
